Inquiry chair Sir Jonathan Michael said the task facing his team was ‘challenging but vitally important’ and vowed to work with sensitivity and compassion for all those ‘so horrendously affected’.
Fuller beat and strangled Wendy Knell, 25, and Caroline Pierce, 20, to death before sexually assaulting them in two separate attacks in Tunbridge Wells, Kent, nel 1987.
The hospital electrician also filmed himself abusing at least 102 corpses, including a nine-year-old girl, two 16-year-olds, and a 100-year-old woman, al di sopra di 12 years before his arrest in December 2020.
He was handed a whole life sentence for the murders, with a concurrent 12-year term for his other crimes, in dicembre 2021.
Health Secretary Sajid Javid promised a full, independent inquiry into what happened, led by Sir Jonathan.

In a statement released on Tuesday, the inquiry chair said the investigation would be in two parts.
The first stage will focus on Fuller’s activities in the Kent and Sussex Hospital and the Tunbridge Wells Hospital, while the second will look at the implications of his activities for the country as a whole.
Sir Jonathan said: ‘No-one reading of David Fuller’s acts and the fact that they happened in an NHS Trust’s mortuary can fail to be horrified and distressed by them.
He also vowed to seek the views of the families involved and assured them that the inquiry would protect the privacy and the dignity of their loved ones throughout its work.

An inquiry into the issues raised by the case of murderer David Fuller, who sexually assaulted at least 102 women and girls after their deaths, will be in two parts, its chair has announced.
In a statement on Tuesday, Sir Jonathan Michael said: ‘The first stage will focus on Fuller’s activities in the Kent and Sussex Hospital and the Tunbridge Wells Hospital.
‘The second part will be to look at the implications of Fuller’s activities and the issues identified in part one for the country as a whole, in order to safeguard the deceased and ensure that Fuller’s horrendous activity cannot be repeated elsewhere.’
Sir Jonathan said the task will be ‘challenging but vitally important’ and vowed to write directly to families who have given consent to be contacted.
The families of Fullers victims are set to launch legal action to sue the NHS for failing to prevent the electrician having free rein to abuse bodies in hospital morgues.
The group could be in line for tens of millions of pounds in compensation following Fuller’s convictions for spending at least 12 years sexually attacking corpses in the two hospitals.
On three occasions the warped hospital electrician sexually abused Azra Kemal, 24, who died after plunging from a bridge. It is not known if her family will join any litigation.
Horrifically, the first two attacks happened just hours before and after her grief-stricken mother, Nevres Kemal, had visited her daughter and stroked her hair to say farewell.
Lei disse: ‘I had spent two hours in the mortuary sleeping with her. And that gave me some sort of comfort.
‘Little did I know that my daughter had been violated prior to that day and the evening of that day.
'Così, while I’m stroking my daughter’s hair, sleeping on her hair, a man had… crawled all over her skin.
‘And there’s me kissing and cuddling and saying my last goodbyes.’
Più di 400 horrified relatives have already called police so far demanding to know if a double murderer defiled their loved ones’ bodies in hospital mortuaries.
